The manner of the reply is similar to the phrase, "So it is, so has it always been," but in the negative.
Someone has said that it is a well determined truism that for an object to exists it must be described or be describable. (Yet, this relies on the capacity of the speakers to both describe and comprehend the description.) Conversely, it has been said that a negation of an object or idea also gives it existence. Therefore the total denial of the idea that there could be a ONE, leads to the conclusion that it does, will or has existed.
However, if by the former logic an object is negated, then the object is not truly defined as having any (positive) description and is is thus not (positively) describable. So the object is not "marked out" (meaning of "described"), but ruled out.

The system of counting or measuring is based on relative comparisons to a quantum called "one." The number system is the language used to express relative comparisons of things measured. The beginning of the measuring actually starts with "zero"; after that, the first of the quanta is "one."
An aside: Ancient cultures used measuring systems based on the numbers six and ten. Today, cultures typically use base ten.
